e-Contact Means Verification Important Notes:
  • If you plan to submit application through online licensing service, your E-contact Means (ECM) will be verified during the application process and you do not need to use this platform to verify. If you plan to submit the licence or permit applications in paper form, please verify either a Hong Kong Mobile Phone Number or an Email Address via this platform three months before the submission of application forms as your ECM. If you could not provide the verified ECM, the TD may suspend processing of the application.
  • ECM is very important, we encourage the applicants to provide and verify the most frequently used contact means as the ECM, to ensure electronic messages can be received by TD and HKPF, including the tunnel toll and the E-Traffic Tickets.
  • Only when you need to submit licensing or permit application to TD, you will be required to verify your ECM. For example, if your vehicle licence will be expired after ten months, you do not need to verify the ECM at this moment.
  • If you provide an incorrect and not frequently used ECM, you would not be able to receive the messages from TD and HKPF, which may cause delay in paying the tunnel tolls and the E-Traffic Tickets, you will bear the relevant legal responsibility including paying the surcharges, fines and legal costs (if applicable) etc.
  • The Hong Kong mobile phone number or email address that you provided when creating or managing your HKeToll account, and verified with a OTP through the HKeToll website or mobile app, will only be used for managing your HKeToll account. It will not automatically apply to or update your ECM with the TD. You must verify your ECM using the aforementioned methods when submitting your vehicle-related application.
  • The ECM verification record’s valid period is three months. You can use the verified ECM in more than one licence application within the valid period. If you verify different ECM at different time, the latest verification record will automatically replace the old one, and the old verification record will become invalid.
  • If you provide and verify different ECM in different licence and permit applications, when the relevant application is approved, the latest record will replace the old one, and the original ECM will become invalid. Therefore, TD suggest members of the public to ensure the ECM is frequently used and use the same contact means in all licence and permit applications.
  • The verification of ECM does not mean that your ECM record in TD has been updated. The verified ECM will only be updated to your records of driving, all vehicle(s) registered under your name, various types of licence and permit (if applicable) after approval of the application concerned to ensure that it is accurately updated.
  • For the cases other than licence application, if you want to provide your ECM to TD or need to change your ECM, please use the Online Change of Address Service in GovHK by clicking this link. For application using iAM Smart or Digital Certificate, your ECM record could normally be updated within one day.
  • SMS messages related to the verification of ECM issued by TD will bear the ID “#TDeContact” with the prefix “#” for easy authentication. TD will not send SMS messages or emails with hyperlinks regarding “ECM Verification” matters to applicants.
